The rapid development of China's economic and trade has led to the rapid rise of the container shipping industry, making the container port on the development of the national economy plays an increasingly important role. However, due to the infrastructure conditions of China's container ports, where the geographical location, relying on the level of economic development of the hinterland of the city uneven, resulting in China's container port layout planning confusion, unreasonable division of the port and other issues emerge in an endless stream.Traditional port clustering is mainly focused on clustering under a single influencing factor. For complex container port systems,it is necessary to find a comprehensive clustering framework that comprehensively considers the complex influencing factors of container ports.Based on the analysis of the existing problems in the development of container ports and the complexity of container ports, this paper proposes a port comprehensive clustering framework based on the TEI method and clustering theory of complex systems.Firstly,Text Mining and expert system to explore the influencing factors of the development of complex container ports, and then combine the economic model(Econometrics)correlation analysis to select the integrated clustering index of the container port, and finally use the port comprehensive clustering.Based on the idea of TEI@I methodology, this paper analyzes the scale and growth of container ports from different angles of container port system, and obtains the reasonable layout and positioning of ports of different sizes. The ports with different growth rules are applicable The forecasting method, the port planning and construction, the correct prediction of the port's future throughput, business investment and so have a very important strategic significance.
