Since 1999, the state has been investing 1 billion yuan annually for land resources survey for 12 years. A large number of fruitful results have been achieved and it has had a far-reaching social impact to do so.In this paper, it combined the theoretical and practical research, qualitative and quantitative research to the social assessment of geological survey projects, getting theoretical analysis and practical exploration, study the multilayer fuzzy comprehensive appraisal on the practical application of Geological Survey project. First of all, the article made a theoretical analysis of geological survey project. Secondly, the study emphasized the impact of the affected area in the social life and to identify the general contents of evaluation. Detailed analysis the social chain of the different types of Geological Survey project, trying to establish their own evaluation system. Besides, sum up the contents of social assessment methods of geological survey, constrict the model of multilayer fuzzy comprehensive appraisal based on the theory of fuzzy comprehensive evaluation, combined with the characteristics of their own. Finally, combining the application of theoretical study and practice, conducted a survey on serious water shortages for people and livestock in the western region, used the multilayer fuzzy comprehensive appraisal to evaluate the social effects.The main results of the paper is: summed up the main contents of evaluation in the geological survey through the analysis of the actual situation of the geological survey project and seeking experts' advices established a social evaluation system and fuzzy comprehensive evaluation model. The main conclusions of the article is: the multilayer fuzzy comprehensive appraisal model is feasible and scientific in the social evaluation projects. The combination of analytical Hierarchy Process and Fuzzy Comprehensive Evaluation theory can solve the problem of the "hierarchy" in social evaluation system of geological survey project and the "fuzzy" problems which is difficulty to quantify.
