The Research On The Benefit Evaluation Of Land Comprehensive Renovation

Land comprehensive renovation is a good platform to promote the new socialist countryside construction and co-ordination of urban and rural development, as well as an important measure to solve the long-term feel troubled problem of "conserve resources or protect the development", so it plays an important role in economic and social development. From the current perspective, carrying out comprehensive land renovation is the internal needs to expand domestic demand in rural areas and promote economic development; and in the long run, it is of far reaching importance for eliminating urban-rural dual structure and solving the structural problems of economic and social development. Benefit evaluation is an important component of land comprehensive renovation, and the objective and accurate evaluation of comprehensive benefit of land comprehensive improvement project can decide whether the project is feasible or sueeessful, thus it will promote the sound development of land comprehensive improvement. Therefore, researching benefit evaluation of land comprehensive renovation is of great significance, because it not only can enrich the theory of land comprehensive improvement, but also steer practical activities of land comprehensive renovation.This paper is divided into six chapters and systematic studies the benefit evaluation of land comprehensive renovation from theory, method and empirical perspective. The main contents of this article are as follows:The first chapter, the background of this study is introduced briefly,then the purpose and significance of the study is defined.In order to identify blind spots and weaknesses of existing research, the domestic and foreign research trends of land comprehensive renovation is combed. Following the research content, research methods and technology roadmap are adopted by a brief explanation. Chapter II, the concepts and connotations of land comprehensive renovation and it’s benefit evaluation are clearly defined, and the relevant theory of benefit evaluation of land comprehensive renovation are briefly addressed, following the illustration of these theories’ guidance to this research. Chapter III, this part studied the Evaluation methods and index system of land comprehensive renovation. Based on the summary of the existing evaluation methods, a brief review of the advantages and disadvantages of each method is described, and the appropriate evaluation method used in this research is choosed. At the same time, the principles of establishing index system of land comprehensive renovation are generalized. Then construct the combined benefit evaluation index system of land comprehensive improvement project by selecting fourteen evaluation index from the economic, social and ecological benefits aspects. And then apply AHP to determine the weight of each index.Chapter IV, the above theories and methods are applied to million hectares of fertile farmland project in Funing county, and through field surveys to collect relevant information and data, calculating the value of each evaluation index and determining the index weight, then establishing the fuzzy comprehensive evaluation model to evaluate the effectiveness of land comprehensive improvement project. The results shows that: economic benefits as "good", social benefits as "good", ecological benefits as "less good",and integrated benefits as "good". Chapter V, the last part gives a summary of the full text, and propose some questions that need to be further studied.
