With the development of knowledge economy and globalization, many small and medium hi-tech enterprises become the most active group in regional economy development. They are playing an important role in the continuous economy growth and technology innovation of our country by their inherent creativities and high growth rate. The key point to enhance the innovating ability and competition advantage of them is to sufficiently motivate the enthusiasm and creativity of R&D staff. Therefore, it becomes a focus point of managers how to effectively manage and motivate R&D staff to fully exert their talents. This thesis take a rapid growing hi-tech enterprise as an example, which has transformed from a state-owned research institute. We studied and discussed the effective incentive measures for R&D staff. With the aim to provide a novel way to more effectively manage the knowledge workers, as well as to give some enlightenment or help for management of knowledge workers in other enterprises of the same kind.Combined theory with practice, adopted related incentive theories and referred to the incentive strategies for knowledge workers in outstanding enterprises at home and abroad, we provided not only theoretical basis but also detailed measures for effective motivate R&D staff in C Company. At the same time, we also discovered the universal problems in our country's incentive measures for knowledge workers. Thereafter, taken R&D staff of C company as object, we got the current problems in incentive management for R&D staff of C company by questionnaire survey for the motivational factors combined with unstructured interviews. Linked with the present situation of C company, we suggested to draw a special incentive scheme suitable for R&D staff of C company as to exert R&D staff's potential, raise their enthusiasm and innovating abilities, therefore play a role in company development. This incentive scheme comprised of four aspects - material incentive, spiritual incentive, promotional incentive and manage incentive.
