China's opening of traffic rights and rapid development of logistics have exposed its conventional air cargo transportation to a market environment with further opening extent and more fierce competition. For the small/medium airlines similar to Xiamen Airlines Co., Ltd., where their aircraft types and flight route network are geared to their passenger transportation rather than cargo transportation, the survival and developing potential of air cargo business have been cornered. With an analysis over the environment of air cargo industry and consideration over the resources and conditions of the air cargo segment of Xiamen Airlines, an operation strategy for development towards the General logistics is proposed here. The article falls into 5 chapters with key points set forth as follows:In chapter one I introduce the objective of this article and the methods I use to research.In chapter two, I review the development of physical distribute industry of the western developed countries and China. Based on the analysis on the competition of logistics market, I describe the environment for three part logistics business to further increase.In chapter three, I show the definition of modern physical distribute and differentiate the traditional air cargo business with General logistics. It is necessary for air cargo CO. to transfer its function and evolve into General logistics CO. I further to describe the steps to design strategy and the way to achieve it.I use SWOT method to analyze the strength, weakness, opt unity and threat of Xiamen airport CO. in chapter four.Finally, base on the theory of strategy management, I try to select the development strategy and competition strategy for Xiamen airport CO. and point out how to realize them.
