With the integration of the world economy and the rapid development of the international logistics, the port logistics systems have to face more and more competitive market. At the same time, as the department of corporation from government, the previous pricing management model which is high-focused has not fit the development of current situations. The ports, including container ports and general cargo port, have to face the competence from market economy, and manage their own business.Because of the importance of the fee-collection, it obtains more and more attention from the management. Fee-collection not only relates to the business costs, benefits, but also the future development.The logistics system of general cargo port is complicated and protean. There are many differences in ports, working manners, and cargos. How to price for all the logistics activities has become a bottleneck for the development of the ports.By analyzing the logistics, port logistics system features, functions, logistics activities, and the development trend of the port logistics system, this paper defines the environment which provides the right direction of the fee-collection system.Then, this paper analyzes the fee-collection system and methods in the developed counties, and especially detained the systems of Japan and North Korea. By learning the learning advanced experience of developed countries, and comparing to China's port logistics system, this paper finds out the weakness of the fee-collection systems in China.After that, this paper analyzes the current fee-collection methods, by analyzing their strengths and weaknesses, combined with general cargo ports' logistics system characteristics, a fee-collection system based on process for the general cargo port logistics system is proposed.Finally, this fee-collection is applied in a general cargo port logistics system.
