As the core of IT industry, software business has experienced unprecedented speed of development, characterized of continuous market expansion and intense competition. In this competitive environment, one of the strategic choices and corporate top priority is to set up a comprehensive Performance Management System that can meet the needs of small and mid-size software companies. This is especially true when small and mid-size software companies are continuously seeking competitive advantages and Human Resource management. This paper attempts to achieve the following purposes. First, it studies HR management system problems in the small and mid-size software companies. Second, it utilizes both Performance Management theory and Performance Appraisal methodology to survey D,Company a sample small and mid-size software company. The survey analyzes current issues of corporate performance, HR management and performance management system. Based on survey results, the thesis designs a new performance management system, deemed to be scientific, practical as well as easy implementation. The design and implementation of Performance Appraisal System shall achieve the purpose of improving corporate HR management system, and employees' performance and comprehensive skills. This thesis argues for a strategic integration of corporate vision into employees performance appraisal system for the purpose of promoting corporate competitive advantages in the increasing competitive market. Such an integration strategy also helps D Company to carry out its vision and a continuous growth.The author wishes to provide a constructive approach to Performance Management System in a small or mid-size software company.
