We must pay attention to the quality of software that include of technology, process, staff and the combination of the three factors . The software industry is an intelligence-intensive industries. To build a rich spirit of innovation software organization, it must have effective use of staff skills. It is an important way to improve software productivity and get rid of personnel crisis that to research the software organization's people capability. Therefore, implementing effective performance management to software developers has a very important significance. Domestic software enterprises have always attached importance to technology, recently many enterprises have also attached more importance to the process. But they all don't pay much more attention to 'staff. P-CMM (People Capability Maturity Model) is just the model which help these software organization to improve their people capability.The paper bases on method and related theory of the performance management in P-CMM, and talks about how to built and implement the performance management system which is suitable for medium-small software enterprises of china. The paper tries to P-CMM localization. The first part is the theory of performance management, including performance and performance management and the theory and method of general performance management. Secondly, I introduced P-CMM and IDEAL model. In this part ,I focused on the method of performance management in P-CMM2. Thirdly, according to the features of software developer and the method of performance in P-CMM2, I designed the structure of the performance management system of china' small and medium software enterprises. Finally, I put the new performance management system into a software enterprise and investigate it's performance management situation. Though put the data into computer and analysis by SPSS, I find out the result of the situation. In the process of design , the most important thing is performance evaluation index system. In order to quantify performance evaluation results, this paper layer fuzzy comprehensive evaluation method. We can make the results more objective and justice.Application of P-CMM2 to performance management systems of the software engineer is a continuous cycle. It is the system that make the people capability constantly upgrade. It begins form performance evaluation, and finds the problem of work, then improve performance. As improving the abilities of software developers, the software organization can attract, retain and motivate employees. As result they continuous growth.
