This article discusses the public building plots estate management. In recent years, the Shanghai cities housing system' s reform which adapted with the socialist market economic system and the transformation of the building management mechanism have urged the public building management to integrate the estate management gradually the category. The public building plots estate management unit changes gradually and successively into the economic entity which not only has an independent management system but also assumes the responsibility for its own profits and losses. Along with rise of the price index, the increase of labor employment cost, the disbursement of public building plot estate management also goes up sharply year by year. At present, the low charging criterion of the public building plot estate management and the dropping quality of estate management have caused the residents to refuse to pay for the property expense. Thus, the concerns form the vicious circle which has puzzled the public building plot estate management. Establishing a harmonious community is an important component of the settlement of a harmonious society. Thus, public building plots estate management clearly places a noticeable influence on establishment of a harmonious community.Nowadays, property management charges of the area of the public houses are a little bit lower. The decline of the service quality often makes many residents to reject to pay property management charges, and therefore, the problem of "a vicious cycle" which perplexes property management of the area of the public houses appears. The creation of a harmonious community is an important component of the harmonious society. This article describes the laws and regulations, historical development and the characters of a public housing area in Shanghai' s property management, Minhang district as a management case study for the status quo and an application of Shanghai "window" spiritual civilization construction industry assessment system. We analyze the problem through questionnaires and case analyses to inspect the Minhang district of public housing property management status quo, seasonally evaluation of the Minhang District property management and policies and regulations, management of funds, the traditional concept of the management system, management analysis, and other aspects of public housing residential property management problems in the use of public management. The theory and the proposed implementation of the management of public housing residential property management in accordance with the law and the inclusion of the social security system, this article suggests that it should have the establishment of public housing funds to protect residential property management, standardize housing owned by the owners of the rights and obligations, to play the role of owners, property management companies to strengthen supervision. On this basis, further improvements of the residential housing property management strategies and recommendations are made : the establishment of a virtuous goal to run, a reasonable choice of modes of operation, the establishment of management services. Thus, the area of public housing property management companies, owners of the General Assembly and the Government will have to form a concerted effort to create a harmonious Community environment.
