In recent years,with the rapid growth in economy and the higher and faster of urbanization level and progression,to guarantee the reasonable usage of public resources,improve citizen living condition and perfect the function of every kinds of housing,had become the major concern in governments at all levels.In essence,as the remnant in the age of planning economy,the government housing belongs to national property,which ever made great contribution in improving citizen living condition.However,as it is still under the managing mode of planning economy,the operation and management of government housing is facing a series of problems,such as delaying of rejecting in rent collection,illegal sublease,frequent repairing request due to so old construction,so high cost in housing management.Above points has become the major obstacle in development of government housing.The managing mode of government needs immediate reform to cope with above problems in new age,together with maintenance and appreciation of national property,guarantee and improve citizen living condition and promote the harmony in society.The main purpose of this paper is to analyze the major problems in current management of government housing and the strategy of reform in Tianjin city,based on the development progression of government housing.If offered a new idea of systematic reforming strategy in government housing in three fields,i.e.selling,inte.rnet and transformation.The basis of this new idea emerged from the comparison between other Chinese cities and other countries'public housing development history,to analyze the advanced experience of public housing in domestic and abroad,along with the characteristics of government housing in Tianjin city.The paper pointed out that besides to encourage citizen to purchase the property of government housing,also need to establish a full government housing management system on internet.Ensuring a close coordination of management at all levels of government housing,together with networking of low-rent housing and public rental housing,it can make sure the coordinated harmony of every kinds of indemnificatory housing.Besides,the paper also offered a creative solution to improve the management of government housing,that is,change the government housing to loxw-rent housing and public rental housing,and set up the rental platform to bridge between low-income citizen and the stock of government housing.It can build a indemnificatory housing with Chinese characteristics through filling the resources of indemnificatory housing,perfecting the management system of government housing,changing the property of public housing,reforming government housing system and playing the social security function of government housing.
