Practice Qualification Institution is the general guidelines for management of professional and technical personnel in the market economy country."The Provisional Regulations on the Licensing System of Constructor" was promulgated on December 5, 2002,it's the signing of to announce the formal establishment Licensing System of Constructor in China.Areas of China began to implement in the construction industry with the international practice of the construction division system and the establishment of a 5-year transition period.February 27,2008,the transitional period is over,the construction of a formal Qualification system to replace the run for more than 10 years of construction project manager quality management system of administrative examination and approval.After just a few years,the Licensing system of Constructor has achieved initial success,the examination,registration,practice,continuing education,such as the steady development of the work,as of the end of 2008,216,915 people have made the construction of a division Licensing certificate,registered 150,581 people to obtain a certificate of registration and the construction division.In this paper,the Practice Qualification Institution of Constructor as the main study, by comparing the construction of the United States and British Qualification characteristics of the system,combined with the construction division of China's system of licensing and the development process of the actual situation,analysis of the construction division of the Licensing system deficiencies and gaps and to propose the construction of China's Qualification system development plan,China hopes to push forward the construction of the Licensing Division of the healthy development of the system in order to effectively promote the development of the whole purpose of the construction industry.
