With the entry of WTO,tide wave of knowledge and market-driven economy impacts every aspect of the society,the trend of global economy incorporation and intense competition among construction industry require site managers to enhance their competence greatly. In order to compete with foreign contractors and implement the development strategy of"walking out", China begins to implement constructor system.Gap in aspects such as vocational level, responsobility and rights still exists between China's site manager qualification system and international builder system. Site manager act as legal party in charge of integration of projects, therefore they should be competent with rich empirical information and knowledge. Qualification of constructor is acquired by means of written examination which cannot assess competence, therefore it is required that constructors can act as site manager only after they are verified to be competent.At present, the assessment of site manager tends to base on his/her performance. So far, no detailed vocational qualification standard for site managers is available in China for reference of employment, therefore, China decides to establish registered constructor system on the basis of studying and consulting British and American systems to keep abreast of the world,meanwhile make domestic site managers internationally contemporary in order to accelerate cocainization of site manager by means of knowledge updating and CPD.The paper has perfected CCPQ-ISM system on the basis of NVQ4 after summarizing the present verifying systems for site manager. The paper expatiates the framework of CCPQ-ISM, the approaches to enhancing competence and key points for verification in order that candidates can pass the assessment.With implement of general contractor system, management will range to the life-cycle of projects. On the basis of comparing GB/T50358-2005, C-NCB and C-PMBOK,the paper puts forwards the upgraded version of CCPQ-ISMS for general managers,and then perfects the knowledge system; The paper also puts forward fuzzy comprehensive analysis method to seek disadvantages for candidates by means of assessing portfolios in order that they can improve work successively,meanwhile the paper tries to assess improvement of site managers'knowledge and understanding and competence through standards of reflection, study and performance. The pilot trial indicates CCPQ-ISM has achieved the goal of improving candidates'knowledge and competence. CCPQ-ISM is the first competence-based vocation qualification verifying system for international site managers.CCPQ-ISM system is a newly established vocation qualification system for international site managers, which will cause great transformation and impact to China's construction industry including site manager vocation, technology, culture, concept, organization management and efficiency etc. Firstly, CCPQ-ISM features domestic construction management. Success of pilot trial will accelerate vocation qualification system for international site managers. Secondly, the system will promote development of circulation economy and sustainability of civil engineering by means of advanced approaches such as lean and green construction technology. Thirdly, the system will promote establishment of team culture and organization culture to enhance competence, and individual career design; Thirdly, the system accelerates organization flatting and information,safety and health,environment protection and comprehensive system of GB/T19001-2000, GB/T24001- 1996, GB/T28001-2001 as well. Fourthly, the system puts forwards communication management that can cause increment of projects, meanwhile, promotes organizations to focus on manpower resource.The paper tries to research development strategy of CCPQ-ISM, pointing out that the system should be developed together by government, organization, and candidates. In addition, the paper has also discussed a significant problem that is the probability of mutual recognization of constructor and builder between China and Britain. In fact, the pilot trial of CCPQ-ISM has greatly promoted the bilateral recognization of vocation qualification.Innovations of the paper are as follows:â‘ The paper designs and establishes CCPQ-ISM on the basis of theories such as CBT, HRM, system economics and project management; expatiates the key points for verification and operating system;perfects examination-oriented education system by means of competence-based system for construction industry, especially constructor system, puts forward suggestions for perfecting knowledge system.â‘¡Establish fuzzy comprehensive evaluation mode which is based on performance,then puts forward suggestions for the present assessment mode for excellent site manages; meanwhile discusses the feasibility of mutual recognition of between China's constructor and British builder, and then puts forward related suggestions. â‘¢Establish competence-based vocational qualification for general managers on the basis of CCPQ-ISM and GB/T50358-2005â‘£Analyzes the innovation and influence caused by CCPQ-ISM from aspects of technology, management, organization and market factors etc., then benefit analysis is conducted; analyzes obstacles for developing CCPQ-ISM and puts forward suggestions.CCPQ-ISM has provided a valid vocational training mode for construction industry.
