Nowadays , the enterprises, as one of the fundament of market economy and knowledge-based economy, their success will mainly depend on talent advantage in the process of competition and innovation. With the development of knowledge and technology, human resource and talent have already become the most important strategic resource .Generally speaking, comprehensive national competitiveness is no other than talent contest. It is the Human Resource's task as to how to create an attractive management mode, so as to draw, stimulate, retain and develop talents. Salary and stimulus are always important part of human resource management, and it is increasingly get more emphasis from top management and more attention from average employees.Based on the study of existing pay system and rules of J factory, and with the foundation of the salaries and related management theory, we do pay attention to the practical concerns of staff needs, at the same time we take into account scientific and service ability, and complete the design of the pay system of J factory. This article hopes to provide some reference to this factory and other similar enterprises in the management through the design of pay system.This paper introduces the topics of the background, meaning, content, research methods and Technical route ,as well as salaries, theory related to the management of modern salaries management and design of the pay system and the basic principles of a more comprehensive process, all of this make a more detail analysis of the J factories pay system .At the same time, the article give a more detailed analysis of the J factory system of pay status of the J factories pay reform and the need for a feasibility study ;then proceeded to post the basis for the existing pay system of the existing problems in proposed salary reward system designing, develop improvement program .In the design of the pay system of J factory in the work program, This paper focuses truly on establishing business management of the pay system, technical and production operations (auxiliary) distribution of three series, Making efforts to achieve the equity of the payment, increasing personnel in key posts and core personnel pay income; After the pay system for the design work, discussed the process of implementing the pay of the relevant issues. Finally the article provides gives a simple summary of the full text on the basis of a future research direction.
