Since a long time, academic circles have done a lot of research on the YI of Song Dynasty. Although they have got fruitful results, the point is exploitation and pressure from the dominator.In fact, the research method is defective: first, the research content is too narrow, many important duties are out of the research; second, the researchers prefer one or two duties to the entirety, they always forget the impact of Socio-economic situation; third, the observation angle is too old, the research conclusions are always the exploitation and pressure from the dominator; forth, the research method is too simple, economic research Methods are not frequently used.As we all know, from Spring and Autumn Period, government commandeered the labour to work for it . With the development of commodity currency, government began to buy the labour, and Song Dynasty is the most important time.The fields of governmental labour purchase in Song Dynasty include court, governments at all levels, public works, farmland and government enterprises.This paper mainly describes all of the consumption from historical materials, discussing the development situation and the reasons. Therefore, this paper includes five chapters: the first chapter elucidate the reason of the topic selection and the main viewpoints; the second chapter describes the development situation before Song Dynasty; the third chapter describes the development situation in Song Dynasty; the fourth chapter analyses the reasons; the fifth part is the conclusion that due to the development of the folk market, government began to buy the labour from the market instead of appropriation by force. This method not only mitigates the social contradiction between government and labour, and also promotes economic development and society ' s prosperity.
