| Service industry which is put an emphasis by our country already played a pivotal role in the economical proportion. Service industry is not only the important domain to absorb laborers, the main channel of job enlargement, but also an important symbol of economic development of a state. At present in our country, although the service industry is mostly occupied by the large-scale monopoly enterprise, the middle and small service enterprises have their superiorities, such as their simply organizational structure, their low managed cost, their reliable service. So there is a tendency that the middle and small service enterprises substitute the large-scale monopoly enterprises in certain domains. However, at present small service enterprises have all sorts of their inferiorities compare to large enterprises. For instance, their internal management is not standard, they are easy to form a bad enterprise culture, the performance appraising system is not healthy and strong, and so on. These often caused a high turn over rate. The corporation image is low scale, which leaves behind customers an unprofessional impression.Based on the ordinary staff's characteristic in small service enterprises, this article analyzes the existing performance appraising methods, for example, Balanced Scorecard, KPI method and so on famous appraising methods, and points out their advantages and disadvantages, then improved them and find out the performance appraising indexes that suit small service enterprises. Through questionnaires, the author got the information of the judgment to each index, then he used analytic hierarchy process (AHP) to determine the precise weight. Finally, he constructed a performance appraising system which adapts to the practical condition of small service enterprises, which is simple to operate, and which is comprehensive and precise to appraise, offering the enterprises a standard performance appraising method and system to manage their ordinary staff. The construction of this appraising system, would not only correct the enterprise culture, enhance the enthusiasm of the employees, but also leave a good professional image to the external customer, improve enterprise's brand.The article illuminates by empirical method to show the application of performance appraising system for small service enterprise, providing a case for the performance appraisal of other similar enterprises. |
