During the 30 years since 1978, the rural labor force in china massively and directly initiated to the city and nonagricultural domain. This shift carried out a far-reaching change in both Economic structure and social structure. This thesis makes investigations from various angles of the empirical and normative research, and proposes relevant policy recommendations to achieve a smooth shift of rural surplus labor force in China.Accurately estimated the number of rural surplus labor in China, it not only allows us to understand the status of rural employment, but also provides an important basis for solving the problem of rural surplus labor shift policy. In this thesis, we apply an optimal module of productive resource allocation prerequisite of balanced capital and labor allocation, the Cobb-Douglas function, to estimate the number of rural surplus labor force in China.Based on an accurate number of rural surplus labor force in China, This thesis analyzes the pressure on China's politics economy and society from the shift of surplus labor force, and investigated on the status of the shift, find out that many problems limit the smooth of the shift of rural surplus labor force. Based on the analysis of these issues, policy recommendations to solve this problem will be proposed.The research method of this thesis. It is combination of theory with practice, qualitative with quantitative study. With certain materials as the foundation, the thesis seeks an objective, systemic and comprehensive approach. As for research method, the study combines historical analysis with situational analysis, comparative study with empirical research. As a comprehensive social and political issue, this study of the shift of rural surplus labor force is destined to be a cross-disciplinary one from theory to practice, absorbing the theory achievements from economics, sociology and demography, etc.
