Innovation is the splendid triggering of human vitality.It is hard for such high speed growth to go further,which is mainly boosted by the input of production factors and extensive investment.Establishment of scientific and technological innovation ability is an important way of promoting the sustainable economic growth.How to enable scientific and technological innovation to contribute much more to economic growth is a key problem to be solved.Based on the summery of previous studies about scientific and technological innovation,this paper figures out the dominant elements of scientific and technological innovation input during the innovation-based stage,and analyses further the scientific and technological innovation performance of manufacturing industry and all regions in China.Firstly,this paper classifies manufacturing industries according to the level of productive technology and estimate the scientific and technological innovation performance between 2008 and 2015 based on input-output framework with the help of DEA technique.Secondly,this paper calculates the TFP growth rate with the 2004-2015 provincial panel data of China as explained variables which comes mainly for scientific and technological innovation,and then analyses the effects of both resource factors and environmental factors to the regional TFP growth rate by using system-GMM method.This paper finds that the Technical efficiency of China's manufacturing industry is 0.787,pure technical efficiency is 0.853 and the scale efficiency is 0.911.The general levels of efficiency is not high with great space to improve and one key factor which stuns the growth of economic efficiency is the low-level pure technical efficiency.Low-skill manufactures perform better than the others but the efficiency of high-tech manufactures has increased at a high speed.Furthermore,according to the provincial analysis,this paper finds that the input of resource factors and environmental factors have difference impacts on the economic growth.R&D capital stock has positive impacts on the TFP growth while the human capital has an opposite effect.Hardware support like traffic and information infrastructure has negative impacts on the TFP growth.Among the software support,innovation consciousness,the protection of intellectual property right,market exposure and the development of venture capital have positive effects on the TFP growth while the educational investment and IUR collaboration have the opposite impacts.
