Research On Public Employment Service Of Migrant Workers In Hebei Province

With the acceleration of the process of rural urbanization in China,the scale of migrant workers has been increasing year by year,which plays an important role in urban construction.To Strengthen the public employment services for migrant workers and implement the active employment policy to create more jobs,and to solve the structural contradiction of employment and improve employment supporting policy to support entrepreneurship is an important requirement of the national "13th Five-Year" plan.In recent years,the Hebei provincial government attaches great importance to the issue of employment,while the public employment service agencies is in the continuous improvement of the relevant employment policy to increase the supply of public employment services for migrant workers.However,the public employment service agencies have not been able to play the main role to provide employment information,skills training and unemployment assistance for migrant workers in Hebei Province.On the basis of previous theory and literature of Hebei provincial public employment service,this paper shed light on the conception and theory basis about migrant workers and public employment service and investigated into its supply and demand condition by using methodologies of document research,questionnaire survey and statistical analysis.On the one hand,questionnaire has been done is cities of Shijiazhuang,Tangshan,Langfang and Qinhuangdao to comprehand the demand situation;On the other hand,relevant data has been collected by telephone interviews and face to face interviews to analyze the supply situation of the public employment service,so you get the problems.Furthermore,on the basis of the survey,this paper evaluated the multilevel influence factors of Hebei province public employment services for migrant workers,and pointed out the deep-seated problems and reasons of Hebei province public employment services of migrant workers on the aspects of employment concept,system construction,resource allocation and operation of supervision.Finally,the paper put forward specific policy recommendations from the perspective of system construction,service content,service quality and employment environment,in the hope of promoting the current development of public employment services for migrant workers in Hebei province.
