| It is known to all, Chinese migrant workers has made great contributions to the achievement which we has achieved since the reform and opening up. However, migrant workers are discriminated against and suffering from the unfairness in terms of employment opportunities, employment treatment and employment security. If the employment problem of the migrant workers with a amount of260million is failed to be solved effectively, the destination of narrowing the gap between urban and rural areas will be difficult to realize. Besides, the legitimacy of our government will also be affected. Therefore, it is imperatively to solve the employment problem for the migrant workers, and our government has to take responsibility in solving the employment services of migrant workers.Different with other domestic scholars who discuss the employment services of migrant workers from the household registration system, law and human capital, this paper mainly analyzes the problem from the perspective of government process reengineering to promote the migrant workers employment service level. Government process reengineering can be divided into macro level and micro level. This paper mainly does research from the micro level. First, the current government process of migrant workers employment service and its weakness are described. Then the reason leading to the weakness is discussed. After that, a general analysis about the details of the government process reengineering is made by summarizing the domestic and foreign experience in government process reengineering. Finally, combined with the practice of China’s migrant workers employment and the experience of government process reengineering at home and abroad, affairs’agent through all the process about the migrant workers is raised to solve the employment service problems. At last, the conditions, steps, principles and the obstacles of the affairs’agent through all the process are explored. |
