The citizenization of migrant workers is the core of urbanization of China, and it is alsoone of the important strategic task of Chinese “the Twelfth Five-year Plan”.We can divide thecitizenization of migrant workers into three parts, which are the transformation of profession,the identity inclusion, and the regional cultural fusion. The three parts are closely connectedwith the course of citizenization and supplement each other. The identity inclusion and theregional cultural fusion are grounded in the transformation of profession. The identityinclusion is a powerful catalyst for the transformation of profession and the regional culturalfusion. The regional cultural fusion is a higher level of integration.Many countries experiencehas shown that local government plays a crucial role in the citizenization of migrant workers.Local governments should recognize and follow the rules of citizenization of migrant workers,and take the lack of responsibility on the transformation of profession, the identity inclusion,and the regional cultural fusion seriously. The local government should try to build andimprove the responsibility system.Unlike previous research results, this paper study the citizenization of migrant workersfrom the perspective of local governments. Besides, it find theoretical support form theurbanization theories in economics. This paper argues that the local government hasresponsibility inefficiency in the policy, the protection of the rights and interests of migrantworkers, the supply of social insurance system, the cultural life of rural migrant workers, theirchildren’s education and so on.To solve these problems, we respectively propose someapproaches to the transformation of profession, the identity inclusion, and the regionalcultural fusion in the last part of this paper.
