The qualities of Chinese rural citizens don't quite match our modern productivity. It's essential to improve the scientific and technological qualities so as to solve the problems relating to farming, farmers and rural areas, whereas the improvement relies on the development of rural personnel resources. The article takes Yiyang as an example to analyze the current situation of rural personnel resources and its development. Some practical suggestions are given with the adoption of documents comparatively.The analysis of Yiyang rural personnel resources and its current development highlights the following characters.The large number of rural citizens are poor in education, ideology and technology. They are lack of domestic and fundamental education. Vocational education is unbalancedly distributed. The investment in rural education is far from enough and the ability of rural teaching staff also needs improving. All these mentioned have seriously restricted the development of Yiyang rural personnel resources. Accordingly, new developing pattens are raised with the application of foreign experience and the consideration of the current situation. Rural personnel resources should be developed hierarchically on the strengthening of rural fumdamental education and vocational education. At the same time, it is quite necessary to better rural teaching staff. More rural industries should be built up to meet the need of surplus work force so that it can enhance the development of personnel resources itself.
