Based on the investigation and analysis of status quo,the scale of the construction land in urban and rural of Changsha , and predicted by using the driving force model and other methods until 2020,then using the multi-factor assessment method,the towns in Changsha were classified,and the layout of the construction land in the urban and rural was optimizated.The main results showed as follow:1. Establish the driving force predicted-model, and finding out the key driving factors of the changes of the construction land in the urban and ruralBased on the system of the driving force indexes,by the correlation analysis and the step-correlative analysis method and DPS statistical software.the driving force predict- model was established,and the key driving factors of the changes of the construction land in the urban and rural was established.The key driving factors of the changes of the construction land in the urban and rural include:the total population,the urban population,the total value of industrial and agricultural output, the gross regional output per capital, the net income of rural residents per capita, the financial income.2. The prediction of the key driving factorsThe key driving factors were predicted by several methods, the results show : The total population is 1400000, the urban population is 1099833, the total value of industrial and agricultural product is 7072860 million yuan, the gross regional output per capital is 60754.14 yuan per people, the net income of rural residents is 8507 yuan per people, and the financial income is 17700.67 million yuan.3. The optimization of the scale of the construction land in the urban and ruralThe scale of the construction land in the urban and rural was predicted and optimized by the driving force predict- model, combined with department prediction and quota index method.The result shows: the scale of the construction land in the urban and rural is 34087.54hm~2, the scale of urban construction land is 16859.03 hm~2, the rural residential land scale is 13363.13 hm~2, the scale of independent mining land is 3865.38 hm~2.4. The grade of the townBy the multi-factor assessment method,selecting the related indexes, the towns in changsha county was graded. The first grade is Xingsha, the second grade is Muyun, Langli, Huanghua, Jiangbei, Beishang and Ansha, the third grade is Tiaoma, Chunhua, Jinjing, Qingshangpu, Guoyuan, Lukou, Gangshan and Gaoqiao, the fourth grade is Fuling, Shuanjiang, Kaihui, Baisha.5. The optimization of the urban spatial distributionUntil 2020, the urban system pattern will be generally formed "one core economic region, three peripheral economic towns, six residential group"—Huangxin, Langli, Huanghua, Chunhua, Ansha and Gangshan. The rural will be set 19 market towns and 59 Model Villages.6. The decomposition of the indexes of the construction land in the urban and ruralBy the comprehensive score-method, the new-added areas of the constructrion land in the urban and rural of Changsha county were decomposed to its 20 towns, Forming embryonic spatial layout of the construction land in the urban and rural of Changsha county until 2020.
