With the rapid development of economy and the speeding up of urbanization, urban construction land had been expand to peripheral, the contradiction between the decreasingly of land resources supply and increasingly population had become serious.While, with the rural population moving to urban, the land waste phenomenon was serious--land use efficiency of rural construction land is low and the layout is scattered. In order to alleviate the serious situation witch the increasing demand of construction land and the protection cultivated land, the government proposed a policy named Hook of the increased urban construction land and the decreased of rural residential land. It not only can in control the scale of urban construction while dig up the potential of rural construction land, but also can promote the development of urban and rural areas as a whole.The paper study the hook of the increased urban construction land and the decreased of rural residential land as the case of Qianwei county, on the basis of relevant theories and research. The concrete research content includes several parts:First of all, based on the research of the construction land expansion and rural land consolidation at home and abroad, as well as the progress of the hook of the increased urban construction land and the decreased of rural residential land recently,we can detailed analysis of the conditions for the work of hook of the increased urban construction land and the decreased of rural residential land on Qianwei, including natural geographical environment, social economic development, and the present situation of land use.In order to forecast the future total population scale of Qianwei county, it adopt comprehensive growth method, time series regression method, the grey system GM (1,1) model prediction method. For the forecast of urban population and urbanization rate, adopt target prediction method, urban resident population, per capita GDP forecast method. On the basis of these results, forecast the future demand of the total county town land by the means of per capita quota method and index method. It is concluded that need to be resolved by hooking the demand in the future. The rural residential areas potential forecast in QianWei county by per capita quota method, Using the link to represent the size of the hook potential potential coefficient, finally it is concluded that hook supply capacity of QianWei county in the future. In the study of the model of urban and rural construction land increase or decrease hook in QianWei county, there are three modes:the combination of urban and rural and urban development mode, combined with a base of agricultural production base construction mode, combined with ecological construction pattern of ecological protection. For scientific and rational layout of urban and rural construction land increase or decrease hook, on the basis of comprehensive consideration of influencing factors in the study area to build the index comprehensive evaluation system of urban and rural construction land increase or decrease hook. System includes the landscape ecology, social economy and land use in three aspects, such as a total of11factors, through the analytic hierarchy process (AHP) to determine the factor weights, calculate the comprehensive evaluation score, linked to supply capacity is596.84hm2is always linked indexes distribution, finally calculate the30villages and towns can be assigned to the hook. Each township clustering results are classified according to the distribution of index, combining the pattern of increase or decrease hook, to partition urban and rural construction land increase or decrease hook in Qianwei county, and in the division of rural residents in classified order way. Finally puts forward suggestions for implementation of urban and rural construction land increase or decrease hook in Qianwei county.Based on the above research contents, the following conclusions:The total scale of urban construction in2020will reach2739.55hm2, deduct the status quo of urban construction1063.12hm2in2009, and the superior issued new town construction land index1064hm2, it is concluded that demand for urban construction land increase or decrease hook is612.43hm2. At the same time, to forecast the potential of rural residential areas, draw hook supply capacity is596.84hm2, can meet97.45%of the demand of the new link612.43hm2.The layout of construction land increase or decrease hook in combination with hook model, can be divided into three zones:Urban and rural areas as a whole the hook area (Ⅰ level), apply to the combination of urban and rural and urban development mode, mainly distributed in jade town, town and other seven villages and towns; Cultivated land protection hook area (Ⅱ level), suitable for combined with a base of agricultural production mode of base construction, mainly distributed in ditch town, crossing under11township, etc; Ecological construction hook area (Ⅲ level), suitable for combined with ecological construction mode of ecological protection, mainly in12towns township, nine Wells township, etc.
