The issue of grain security is becoming an increasingly grim challenge of society. Grain security problems of china not only depend on how much grain has been produced, but also depend on how much grain has been consumed. The losing of grain post production is mostly due to the lag of the establishment, technology and management of grain logistics. The value of logistics costs more than one third percent on all of the value of grain price. Grain logistics is becoming an important part of Grain Security and an important thing to ensuring the achievement of New Socialist Countryside of China.Jilin province is a main grain producing area of our country, an important base of Commodity grain and a province of average per person capacity China first. So, a perfect set of grain logistics system can accelerate the development of economy and bring up the income of people (especially the farmers).Firstly, a perfect set of grain logistics system can elevate efficiency of logistics, because we are able to transport much more grain in much less time, shorten the circulating cycle, and guarantee the supply of the grain.Secondly, a perfect set of grain logistics system can elevate security of country economy. As basic material, grain is indispensability to the industry and an influencing factor to the security of country economy. Thirdly, a perfect set of grain logistics system can elevate economic benefit and the competitiveness in international market, enhance our country's capability to resisting international impact, and ensure the security of grain production industry, grain circulating industry and grain consuming industry.So, grain logistics system construction is very valuable to economy development and grain security. It is a significant thing to construct a suitable and effective grain logistics system for Jilin province to ensure grain security, reduce the losing and cist of grain logistics system, exert economic benefit and satisfy people's demand of grain.At the present time, it is lack of technologies, such as local, regional and national circulation management database system, the planning method for grain logistics and supply and demand analysis to construct grain logistics system for Jilin province, and there are no enough manage system and policy to support it, which makes the construction of logistics system suffer from technological limits.) In this paper, combining theory analysis with practice, I have done an elementary research of grain logistics system development for Jilin province. Jilin grain system has the characters of great turnover, few breeds, relatively concentrated circulation, and it is focused on port circulation, restricted with nature condition and mainly depended on crude grain. So, there is many problems with the system, such as the problems in producing process, circulating process, machining process, logistics system node, grain logistics enterprise and the difference in conception of grain logistics. Based on all of these analysis, I have done a SWOT research on the grain logistics system of Jilin province.Following conclusions are obtained:The logistics system of Jilin province has some advantages, such as:It has great turnover, traffic network has been formed, and the government think much of it. Also, there are many disadvantages, such as: large inventories, high- circulation-cost, be short of marketization operating mechanisms, lagging circulating establishment, low circulating efficiency, low grain logistic informatization degree and short of professional.However, there are many chances. After china entering WTO, a promising market and the policy of regenerating Northeast industrial region provide a good opportunity development for logistics system of Jilin province. A threaten to the development of Jilin logistics system is the impact from international market, the short of macro-economic control mechanism and so on.This paper conceives four aspects for Jilin logistics system.(1)Optimize the logistics system, strength the programming, adjust resource arrangement and cultivate multi-type grain logistic system.(2)Make great effort to achieve production scalization, and to form a integrated industry chain for combining with the big logistics system of the country.(3)Actualize modernization of grain logistics system. The most important symbols are: decentralization (store dispersedly, loading dispersedly, transport dispersedly and uninstall dispersedly) and informationization.(4)The extending of grain logistics market relays on the establishment of third party logistics system.Based on these conceptions of Jilin grain logistics system, I contrive several principles and countermeasures,the principles are:(1)The principle of giving priority to state investment, and enterprise financing is assistant.(2)The principle of giving priority to exalting the function of existing establishment, and the complementarity of the necessary establishment is assistant.(3)The principle of being market-oriented in financing and improving fund management.(4)The principle of paying equal attention to social benefit and economic benefit.(5)The principle of modernization.The countermeasures are:(1)To build a macroenvironment for the development of grain logistics system, such as strengthening organization and coordination, increasing investment, stabilizing grain production, increasing the capital constitution of the industry and provision of public goods, rectifying the concept of manufacturers, and achieving a transformation from extensive model to intensive model.(2)Adjusting the interior structure of grain industry and establishing a main body of modern grain logistics system.(3)Based on the native and existing grain logistics resource of northeast area, do well in the construction of regionalization.(4) To reinforce education and training about the grain logistics, such as the popularization of grain logistics new conception, the cultivation of professional personnel and the elevation of management level of logistics enterprise.So, a perfect set of grain logistics system can elevate economic benefit and the competitiveness in international market, enhance our country's capability to resisting international impact, and ensure the security of grain production industry, grain circulating industry and grain consuming industry, so as to tightly link grain production with transfer, processing and circulation, add value by manifold ways, increase the comparative benets of grain production and the income of the farmers, and ensure the sustained, stable development of grain production.
