| As an important link of China's gain-reserving system,the grain reserve of peasant household plays an important role on ensuring the stability of grain price,the income of agricultural practitioners and social stability.However,with the further developing of market economy,the gain price tends to steady,and the peasants put less emphasis on reserving the grain.Therefore,it is crucial to construct a scientific grain-reserving system of peasant household,combined with the latest developing trend of grain industry.Based on the questionnaire to 519 households of peasant from Yulin City,Dehui City,Linjiang City,Jingyu County,Taonan County and Zhenlai County,six cities or counties in main grain-producing areas of Jilin Province,we found out that the peasants in these areas choose corn,wheat and rice asthe main reserving varieties,and the amount is decreasing in the order of wheat,corn and rice;most peasants choose large granaries as their reserving facilities,and many of them reserve the grain for a period ranges from 6 to12 months;only half of them have a good knowledge of reserving the grain scientifically when being surveyed.Based on the statistics obtained from the survey,supposing the key factors affecting the grain reserve in main grain-producing areas of Jilin Province are the changes of national grain policy,the trend of grain price,the grain-reserving risk and others' grain-reserving willingness.We acquired words through expert interview,confirmed specific research indexes by analyzing word frequency,and determined the basic structure of the questionnaire by analyzing the reliability and validity,then used software Amos22.0 to conduct structural equation modeling and analysis,including confirmatory factor analysis and econometric analysis of testing path models,finally it is found that these four factors together with the grain-reserving intention and behavior of peasants can reach a high level of fitness.And among them,from big to small the influence of which on the behavior is the trend of grain price,the changes of national grain policy,the grain-reserving risk and others' grain-reserving willingness.According to the conclusion of the econometric analysis,we should start from two sides of the peasants and the government to build a scientific grain-reserving system of peasant household.On the one hand,the necessity of this system should be publicized through various channels,so that the peasants can understand timely the formulation,implementation and changes of the national grain policy,and their knowledge of reserving grain scientifically can be enhanced through technical trainings and grain-reserving assistance,so as to avoid the loss of grain when reserving.On the other hand,the construction of an external guiding mechanism is crucial.The government should lead the peasants to make reserving decisions when the expected benefit is at max through price guiding mechanism;subsidize their expenditures on purchasing and maintaining reserving facilities through financial subsidy mechanism,at the same time,reduce their reserving cost by referring to other countries' subsidy policy of monthly price;increase their willingness to reserve and balance their cost and income through credit guiding mechanism during selling period.In addition,improve peasants' reserving facilities with the help of technical guiding mechanism,construct more scientific and environmentally friendly facilities,meanwhile guide them to reserve in a scientific way,in order to reduce unnecessary loss;the grain-reserving risk can be reduced through reserving insurance mechanism,so that they can reserve intentionally when the expected risk is the lowest.The increase of the peasants' reserving willingness and the construction of the government's external guiding mechanism must form into a systematic force,so as to correctly guide the peasants reserve grain scientifically,and build a complete grain-reserving system of peasant household. |
