The Study On The Independent Innovation System Of National High-tech Industrial Development Zones

Building an innovation-oriented country------the 16^th CPC Fifth Plenarywill be strengthened in the ability of independent innovation as a national strategy in our economic and social development in a prominent position. The strategy is in line with China's sustainable economic and social development. The National High-tech Development Zones are the main carrier to realize the strategy, as well as the survival platform of China's high-tech industry. The National High-tech Development Zones step into a new phase , facing"the second development"to increase independent innovation ability. Therefore, it is of a certain value in theoretical innovation and practical guide to study on the theory, method and countermeasure of constructing National High-tech Development Zones' independent innovation system.Taiyuan High-tech Development Zone is the only National High-tech Development Zones of Shanxi Province. Under the background of building an innovation-oriented country, rising of the central China, the second development and construction of Shanxi new energy and industry base, it has important theoretical and practical significance to do research on its independent innovation development.This paper taking home and broad theories for foundation starts from the social ecological and systematology point of view. Then, it describes significance of independent innovation system construction. Chapter3 making comparative analysis on home and broad theories, points out its deficiencies and our innovation department.Chapter4 deals with the connotation, structure and function of high-tech zones. A diamond model of independent innovation system was build. The inner system and operation mechanism were explained in detail.Chapter5, based on the diamond model, analyzes the seven operation mechanism.Chapter6, on the basis of Chapter4 and Chapter5, establishes the evaluation index system of independent innovation system and operation mechanism.Chapter7, with the AHP of systematic theory, taking practical situation of Chinese high-tech zones into consideration, choosing corresponding evaluation indexes from Chapter6 , it gives overall quantitative and comprehensive evaluation.Chapter8, with the use of statistical method, studies the independent innovation system construction of Taiyuan High-tech Development zone.
