Payment design is a requirement as well as an important part of a modern business management system. The main purpose of payment design for a company is to construct the competitive payment to attract qualified staff in order to create expected profits and to realize the company's sustained development. Especially today, human resources have become a key element in a company's success. By gaining a competitive position in recruiting, attracting, retaining and promoting employee's talent, we need to design and implement a new payment system which suits the development direction of a government owned coal enterprises. A suitable payment management system can urge the development of coal enterprise, promote the reform of it, increase the competitive power of it, adapt to the talent competition after market opening up, and draft the development strategy and influence the state-owned enterprise's changes.This paper uses the method of theory with practice, qualitative combine quantitative, based on the development and actual of Qinan coal mine, redesigns its new compensation system. In the first place this paper introduces the theory of compensation, related theory and motivation theory which can guides the redesign of incentive compensation. According to introducing the present compensation system of Qinan coal mine, this paper analyses the problems in it, demonstrate the necessity of redesign compensation system. In the next place, according to the hierarchy theory of needs, based on the contribution of different staff, uses different incentive compensation method, ensure the equality, economy and incentive of compensation system, encourages staff's enthusiasm and initiative, improves the core competing power of enterprise.
