Along with the reform of the supply side, the various industries with excess capacity, especially in the coal industry, to optimize inventory and industry pressure is more and more big, the coal enterprise’s competition is more and more intense. In line with the human-oriented idea, operator to decided to promote enterprise’s core competitiveness, how to motivate the state-owned coal enterprise operator, to mobilize the enthusiasm is very important, but the pay is now more important and effective way of incentive, business operators pay of reasonable and operable design is an important guarantee of achieving enterprise management, how to design and implement a suitable compensation system, an operator is particularly important for coal enterprise development, makes research on the salary incentive problem is imminent.In this paper, the YZ coal mine operators had in-depth research of the current salary incentive, under the guide of basic theory and relevant compensation incentive theory, combined with the operators pay satisfaction questionnaire analysis of the main problems existing in the compensation is operators pay structure is not reasonable! The lack of long-term incentive mechanism, the operator lack of scientific performance evaluation, lack of security problems, such as after abdication. At the same time pointed out that the root of the problem is to ignore the operator human capital influence on its compensation, lack of correct understanding of the demand for operators, by further investigation to understand and analyze the problems existing in the current compensation system. On the basis of relevant theories, using qualitative and quantitative combined analysis and other methods, the factors for solution of the corresponding analysis, under the compensation design principles and objectives, in combination with the practical situation of YZ coal company, the company operators pay system optimized design, the main content is included releasing, long-term equity incentive and the diversity of supplementary benefits operators pay incentive optimization design, realized the combination of short-term incentive and long-term incentive, the combination of incentives and constraints. And proposed the implementation safeguard measures of the new project.Study of YZ coal mine operators pay incentive, incentive and restraint mechanism can effectively promote the company’s formation, improve enterprise in the talent competition advantage, further improve the comprehensive competitive advantage and long-term development of the company, the more important is that it will help to achieve the goals of corporate strategy, and the enlightenment and reference to the similar problems with enterprise.
