China Unicom XiangFan Branch is facing fierce competitive press along with developing of telecommunication preventing.Comprehenisively and scientifically appraising the Staff's performance and building up a perfect performance evaluation system is the important safeguard for the company to instruct its operation and improve its core competitive ability.First of all,the article introduced the significance and background of subject selecting,trends of performance appraisal studying in China and foreign countries,and the contents and fashion of study.Then,analyzed the development of performance appraisal system,what it been,and its problems, and the influence of deficiency appraisal system to the development of xiangfan Branch,by using SWOT,got the stratagem programming of the company.Then it selected the appraisal methods,using the Balanced Scorecard.By deeply analyzed the core methods and it's fundamental,combining the strategy of the company,this paper designed the performance appraisal system, which contained the indexes and weights,besides,used a examples as a guide,and the paper designed a full performance practical forms too.At last it analyzed the guards and the validity and the proceedings must be take notice.Based on the factual conditions of China Uincom xiangfan Branch,using some scientific methods,this papar designed a performance appraisal system,which be aim at the company pertinence and could be operated.The system is able to promote the human resource management and improve the working performance and it might be consulted by communication enterprises.
