Since China's accession to the WTO,foreign banks entered China's financial markets,and joint-stock banks as well as local small and medium-sized commercial banks also got rapid development,banks in China's commercial banking market are increasingly competitive.The state-owned commercial banks have lagged behind other competitors in business philosophy,management experience,customer service level and local market competition.Meanwhile,due to the adjustment of financial policies and the development of Internet finance,the profit margin of state-owned commercial banks has been further compressed.State-owned commercial banks have to face the transformation of management mode.Performance management is an important part of human resource management,scientific performance management system can promote the improvement of the level of employee performance as well as contribute to the realization of enterprise strategic target.However,at the present stage,state-owned commercial banks in China are seriously lagging behind the current development level of China's financial industry in terms of construction of performance management system,resulting in lower work efficiency,lower management level and lower customer satisfaction,which seriously impedes the improvement of comprehensive competitiveness of banks.Therefore,it is urgent to build a scientific performance management system of state-owned commercial banks.This paper takes sales departments of L branch of G bank as the research object,and optimizes their employee performance management system.First of all,this paper studies relevant literatures in the field of performance management of commercial banks,reviews and combs the performance management theories,and points out the feasibility and necessity of performance management in commercial banks.Then,this paper introduces performance management present situation of sales departments of L branch of G bank,explores the problems existing in the sales departments staff performance management system,and analyzes the causes of these problems.Finally,based on the theory of performance management and using the BSC as the tool,this paper constructs the performance appraisal index systems at three levels of the bank's branch,sales department and employee post by using the questionnaire survey and analytic hierarchy process,and proposes the optimization suggestions of the performance management process and the problems that should be paid attention to in the implementation process.In this paper,by introducing BSC—the performance management tool,into the employee performance management practice of L branch of G bank,I hope to optimize the employee performance management system and improve the performance management level of employees of this bank in order to improve the operation performance of the bank's sales departments.Meanwhile,it is hoped that the research on this topic will provide some reference for the construction of the performance management system of the employees of the state-owned commercial banks at the grass-roots level.
