With the rapid development of urbanization in China,in order to further improve the urban public infrastructure and realize the highly intensive management of municipal pipelines,the state vigorously advocates the construction of underground utility tunnel.In order to effectively alleviate the financial and technical problems,governments at all levels have successfully introduced PPP mode into the construction of underground utility tunnel through exploration.Due to the long life cycle of the project,the large amount of investment and the introduction of PPP mode,there are many participants in the project,which makes the risk factors of the project more complex.Risk management is particularly important in the PPP project management of the utility tunnel.At present,the research on risk management of PPP project in China has become more and more mature,but there are few special researches on risk management of utility tunnel project based on PPP model.The purpose of this paper is to further enrich the risk identification and evaluation process,pay more attention to the differences between the risk management of the utility tunnel project based on PPP model and the general engineering project,and constantly expand the research field of the risk management of the PPP project,so as to provide reference for the follow-up similar theoretical research and practical application.First of all,Through the research on the concept of utility tunnel project and the theory and current situation of PPP project risk management,combined with the reality of utility tunnel project based on PPP model in Hefei Gaoxin district using the method of literature analysis and expert interview,the project risk is identified.Through continuous revision,the project risk is finally identified in three levels,seven aspects,a total of 33 risk factors.Secondly,in view of the complexity of the risk factors of the PPP project of the utility tunnel and the problems existing in utility tunnel project based on PPP model in Hefei Gaoxin district,the fuzzy comprehensive evaluation method based on AHP is selected as the risk evaluation model.According to the overall evaluation,the overall risk level of the project is general and controllable.Among them,the construction risk and economic risk are high risk categories,and 13 risk factors such as the total investment control risk are key risk factors,which need to be dealt with emphatically.Finally,b Based on the analysis of risk response strategies,the paper puts forward response suggestions for 13 key risk factors one by one,which has a certain reference value for the investment decision-making and the practical application of risk management of China's utility tunnel PPP project.
