Research On The Construction Of Agile Mobilization System Of Civil Industry Under The Process Perspective

The research on the construction of agile mobilization system of civil industry(AMSOCI) is conducted under the background of modern warfares’ increasing high technicalization, non-traditional security threats’ continuous rising, increasingly complex strategic security environment of our country, the construction of AMSOCI absorbing attentions from all the countries in the world and the rapid development of the agility of mobilization system of civil industry(MSOCI). This study not only helps to enrich and improve the theory of national economic mobilization(NEM), but also expands the research depth and breadth of the MSOCI. Meanwhile, it also meets the needs for implementing the "Twelfth Five Year Plan of Industry Mobilization of China", carrying out the construction of industrial mobilization system(IMS), and constructing MSOCI of China in the new era.On the basis of the literature research, the study defines the concepts of agile mobilization of civil industry(AMOCI) and AMSOCI, analyzes the characteristics and the construction goals of the AMSOCI, and the factors influencing the construction of the AMSOCI. It constructs the structure model of the AMSOCI, discusses the operation mechanism and the mobilization process in the three stages of mobilization preparation(MP), mobilization implemetation(MI) and mobilization recovery(MR). And focused on the MI process, the model of mobilization process is constructed by applying the theory and method of Petri net. Combined with the case study, it finds out the issues existed in the MSOCI and the mobilization process of our country, and proposes the suggestions for improvement. The innovation points and the research conclusions of this study are mainly embodied in the following aspects.Firstly, the study defines the concepts of AMOCI and AMSOCI, analyzes the characteristics and the construction goals of AMSOCI, and the factors influencing the construction of AMSOCI. The study considers agility as the most basic feature of the AMSOCI, and considers the rapidity of mobilization response, the adaptability of mobilization task, the appropriateness of mobilization strength, the minimization of mobilization cost and the reliability and satisfaction of mobilization result as the important features of AMSOCI. It also considers quickly realizing the transformation from peacetime to wartime, meeting the diverse mobilization needs, adapting to different intensity mobilization needs and reducing the disturbance to economic system as the construction goals of AMSOCI, considers demand factors, strategy factors, object factors, environment factors and technology factors as the important factors influencing the construction of AMSOCI.Secondly, the research studies the constituent elements, the organization form of the elements, and constructs the structure model of AMSOCI. Based on the structure model, it proposes the “Hierarchy driven model”, and analyzes the operating mechanism of AMSOCI from MP, MI and MR stages. Then, it puts forwars the “three levels synergy operation mechanism between the subsystems so as to reach the common goal”in the MP stage, the operation mechanism of “three-layer five-step one-goal”in MI and MR stages.Then, it uses the structure model of AMSOCI and the “Hierarchy driven model” to analyze the structure of China’s MSOCI, and finds out that such problems as too many internal vertical levels within sub-systems, inflexible management within the system, mismatched cooperation between industries, and unscientific and unreasonable selection of mobilization alliance(MA) members are existed in the construct of China’s MSOCI. Meanwhile, it also finds out the problem of low-efficiency operation of China’s MSOCI caused by the structure defect.In the end, the study comes up with the mobilization process analysis of the three stages of MP, MI and MR of AMSOCI, and constructs the Petri net model of the system focused on MI process. With the help of the model, it analyzes the emergency rescue process of “7.21” flood disaster of Hebei Province and the post disaster reconstruction process in-depth, finds out such problems existing in the two processes as unsynchronized disaster information received and reported by counties, too many sequential executed processes prolonging the execution time of mobilization and decreasing the efficiency of MI process. It also presents the problems existing in emergency forecasting and the connection of different mobilization process, and puts forward such suggestions for improvement as to strengthen the construction of mobilization infrastructure, to enhance the construction of mobilization information system, to reinforce the optimization of the mobilization process, and to enhance the education of mobilization for the improvement of the mobilization consciousness.
