In order to speed up the process of modern agricultural development in China, The State Council of China made the policy of avoiding farm taxes and guiding principle of giving more, taking less and loosening control in the whole rural in 2006. Since then, China has stepped into a new phase of the agricultural and rural development in which the mechanical industry started supporting agriculture and metropolitan area began to help rural area in China. As the 2020 Economy Memoir of China pointed out, according to Chinese national situation, China should carry out overall strategy of earth paid for labors. Expand export labor-intensive agriculture products, such as flowers, fruits, vegetables, herbs, tea etc and proper import land-intensive products include in grains and feed that are short of.With the state macro-policies, economic developing zones depend on traditional plants industry will meet a rare opportunity. Those areas would open a series of problems for example, how to apply policies to practice, how to optimize structure of plants, how to seize the opportunities of markets and how to arrange surplus rural laborers.Under the special background, this thesis analysis progresses of the development of Chinese flower industry and put feasibility proposal of industry development base on developed countries in side of floriculture industry. The study results have positive meaning in terms of theory and applied value for rural emphasize plants economy, especially, floriculture economy.In the dissertation, the author applied economics theory, combined macro-level analysis with micro-level analysis, quantitative analysis with qualitative analysis, systematically studied the problems and make corresponding conclusion.
