With the development of the whole world economic integration and information technology, the enterprise confronts a complex, changing and uncertain environment. The environment demands the enterprise to take the charge of change effectively. The management of the enterprise is based on the enterprise information system (EIS), so it is required that the EIS should have high flexibility. It has become a popular problem of theory research and practice application to build a more flexible EIS.The paper mainly discusses multi-dimension analysis and evaluation on the flexibility of EIS with five parts. Firstly, the paper introduces the basic conception of flexibility and the characters of the flexibility of EIS, and then summarizes the evaluation status about the flexibility of EIS. Secondly, base on the Synergy Theory and Four Levels Theory of Enterprise Collaboration, the paper sets up a comprehensive evaluation criteria system for the flexibility of EIS which is divided into flexibility of product, flexibility of cooperation, flexibility of IT and flexibility of management. Thirdly, the paper comments on the disadvantages of the AHP application. AHP, on one hand, ignores the experts' opinion when setting up the judgment matrix; on the other hand, can not always verify the ordinal inconsistency. In order to preserve the original experts' opinion preferences, the paper utilizes the property of an absolutely consistent judgment matrix to find the item that has maximum inconsistency, and modifies the process of consistency adjustment with taking account of the value limited and expert opinion reliability. Fourthly, the paper collects the expert opinions by answering the survey online and calculates the weight of the evaluation index. Fifthly, demonstrates all the research above through two cases of evaluation based on fuzzy method, and analyzes the reasons of the result.In conclusion, the information-based construction has great influence on the flexibility of EIS. The evaluation result can give the theoretical direction to enterprise decision-making. In addition, the evaluation method used in this article can be extended to other problems.
