On the other hand, PPP involves more participation and its complicated relationship in contracts.Most of all, long negotiation time often causes the project miss the best effective date and brings about investor's fatigue, and then leads to the project termination. Under such a background, how to work out project outputs (purchase) standard owing to the government, improve the PPP project's put up level, cut down PPP project negotiation time, improve PPP project operation efficiency , becomes a problem urgently to be solved.
