| At the end of the 1990s, the funds for urban construction were in great demand. In order to make up for the shortage of fund, government began to regard banks as financing objects. It was against this background, many urban construction & investment companies were founded to make full use of money borrowed from the banks to construct the cities.Instead of government, Urban Construction & Investment Company began to perform the function as sponsor of infrastructural facilities, while the government used its credit as guarantee and raised a mortgage on charges of public utility of city and fees so that bank loans can be made full use of to carry on the construction and investment of the city. As these construction & investment companies were responsible for the government, their existence helped to solve the problem that the government couldn't finance to exploit and build infrastructural facilities. In fact, this pattern of investment and financing did promote the urban construction and development of regional economy greatly! However, with the improvement of market economic system, great changes have happened to macroeconomic environment and urban development, many regional construction & investment companies are not highly competitive enough. What is worse, while the old companies are suffering from running up massive debts, the new ones are facing government's strict restriction on investment in the fixed assets and can't find the way of future.After experiencing over ten years of development, Jinan Urban Construction & Investment Company is faced with the turning point of the future development. At the beginning, it mainly invested money in the construction of public utility. But now the company also plays an important part in the investment and construction of transformation of urban road, construction of green space of the squares and renovation. From acting as fund platform of urban construction to collecting money itself, the company has already accumulated a large amount of property assets. Due to investing a lot of money in the construction of non-profit public facilities, the company also gets into billions of debts. What makes people worried about is that, with the increase of number of investment projects, the debt like a snowball is also increasing very quickly. Most important of all, in the macroeconomics and market environment, Jinan Urban Construction & Investment Company, a product of its age, must find the right niche for itself and formulate development strategies that are suitable for the company itself, which are the keys to the question whether the company can be in normal development in Post-National- Games economy era. Looking back over the development of Jinan Urban Construction & Investment Company, I analyzed investment and financing system at home and abroad, external environment and internal resources of the company, especially after borrowing successful experiences and innovation models of other companies, I wrote this thesis. In it, I put forward some opinions on new general direction of the company, including new orientation, which is to have professional public products sponsor and development target aiming at protecting the people's livelihood.
