Research On The System Design And Practice Exploration Of Xiamen's Safe Housing Construction

In the modern sense,people's livelihood refers to the basic life and livelihoods on which people depend,including basic living and living conditions,basic development opportunities,development capabilities,and protection of basic rights and interests.The issue of people's livelihood is both a safeguard issue and a development issue.Starting from satisfying the needs of individuals and society,Marx aims to realize the freedom andall-round development of human beings,and takes "practically changing the world" as a practical way to conduct in-depth research on the real life of the people and form a Marxist view of people's livelihood.The Marxist view of people's livelihood is an important part of Marxist theory.The Marxist view of people's livelihood has produced a seriesof rich theoretical achievements in the process of Marxism in China,laying a solid theoretical and practical foundation for the construction of the people's livelihood with Chinese characteristics in the new era.In contemporary China,housing security is a major livelihood project.It is related to the living and living of low-and middle-income groups.It is related to the vital interests of the people and the harmony and stability of the society.As one of the earliest four special economic zones established in China,Xiamen has pioneered the constructionof affordable housing.It has formulated and implemented the first local social security housing regulations for the city that started social security housing construction in China.The Regulations on the Administration of Social Security Housing in Xiamen City took the lead in constructing the urban housing supply system and the housing security syst-em,and accumulated useful experience for solving the problem of housing difficulties for low and middle-income groups.It is called the “Xiamen Blueprint” for affordable housing projects.However,in the construction of affordable housing,Xiamen also has remote location selection,high pricing,unreasonable design of apartment structure,non-standard access and exit mechanism,asymmetric information on projects under construction,cumbersome reporting procedures,low level of property management and inefficiency.Many problems,if the problem is not solved in a timely and effective manner,is not only not conducive to the people's sharing of reform and opening-up results,but also detrimental to the realization of the high-quality development goals of the Xiamen Special Economic Zone.Based on this,this study investigates the current situation of affordable housing construction in Xiamen,analyzes the problems and causes of the construction of affordable housing in Xiamen,proposes the layout of innovative affordable housing,improves supporting facilities,and establishes multi-level housing.The security system,“building new and digging old” to expand the housing supply channels of different apartment structures,increase the supply of public rental housing to ensure effective supply,establish a platform for information sharing of affordable housing,and implement the “order-based production” model after implementing the application.A package of countermeasures such as the quality supervision process of affordable housing and the exploration of the sustainable development model of affordable housing have certain practical significance for Xiamen to accelerate the construction of housing security supply system,meet the basic housing needs of the people,improve people's livelihood and innovate social governance.
