With economic booming development of China, the administration of Chinese enterprise, as micro main body of market, also reforming to the humanization and refinement. Adapting such kind of trends, many domestical scholar blend some essence which is contained in incentive theory into ME theory, and use it in the service of the administration practice of enterprise, such as salary administration whose primary characteristic is incitement. Nowadays, some viewpoint think salary and incitement is not only the cost that the enterprise pay for employee, but also the cardiac that manoeuvre stuff's enthusiasm, initiative and creativity. Many enterprise faced with tangle that paid equity or not, inspirit policy whether advisableness, salary policy how embody inspirit element. So how to solve the contradiction between organize and members through incitement, how to advance the member's whole satisfaction degree, which is anew comprehend of incentive theory in the new situation. At the same time, as weakness crowd in society structure ,the management problem of employee is always neglected, especially the means and system scarcely discussed.
