How to motivate employee's enthusiasm and activity, How to make use of employee's intelligence and knowledge fully to create maximal value and realize the target of enterprise, is becoming the key job of Human Resource Management. As long as manpower is resource and the value of resource is realized through currency, remuneration system management is doomed to be the important part of Human Resource Management.How to design and establish the suitable compensation program? How to make compensation become one of motivation factor? The questions mentioned above are main problems, which the compensation managers have to answer. Based on the experience of establishing new compensation program of X space flight research institute, this thesis will try to do some theoretical and practical research work on these questions, especially on the compensation program of science and technology personal.The thesis gives the introduction and analysis of the main compensation theories and programs. And we choose the modern compensation as our emphases to explain. As to the compensation program, we introduce three kinds of classical compensation programs: the position -based payment, the person-based payment and the performance-based payment. We point out the characteristic, limitation and applicability each of them, so we draw a conclusion that enterprises in reality nowadays companies intend to adopt a combination program. Later by taking the example of traditional position-based payment, the thesis introduces the specific condition of x company, and the history, status in quo and main flaws of its compensation policy.At the last part of the thesis, according to theoretical analysis and the actual circumstance of X company, we put forward a combined compensation proposal "3P"compensation, which combined positional, personal and per formative factors. For this program, we take point-method to conduct the job-evaluation work and personal competence character evaluation work. We adopt the primary factors and the primary weights to each factor. While as to the personal evaluation factors, weDepend on draw up the competence character model of science and technology personal, and the weights of it can be obtained though Delphi-meted and the analysis of competence character model. In the end, we give several advices about the compensation program. And we think the innovation of this thesis as followed:1. According to the analysis of the compensation policy of space flight scientific research company, we indicate the flaw of the primary program, and point out a more suitable one— combined compensation proposal "3P" which bases on the factors of job, personal and compensation.2. Person-based payment is proved to be successful in overseas practice, but it is still at the beginning investigation in our country. Company together. The payment design involve the common factors, especially the special ability of science and technology personal, the innovation lies on the use of competence model and its quantitative analysis in design of compensation.
