Housing is an important livelihood issue. Just as a Chinese saying goes: "Home to enjoy, work to enjoy." As one of people's life necessities, housing has a dual nature. On the one hand, with a commodity housing property. Houses can be labor products used for exchanges . Different from the public products, housing is exclusive, competitive and divided, and there exists no "free rider" problems in housing. Houses can be exchanged, and, as a result, achieve the exchange value or price. On the other hand, with a social security attribute. Houses with a tremendous value,and a very high practice, durable consumer goods, are the largest proportion of the value of the property in general families.With the market mechanism in the allocation of housing resources, low-income families cannot afford to buy the houses, so they can hardly purchase or rent houses according to market prices. When the housing price is rising too fast, even middle-income families are also difficult to achieve housing needs. This determines that when the part of people's income can not be an access to housing, the community has the responsibility to help them resolve to protect their basic needs. At the same time, it's any government's basic duty and due obligations to protect the basic right to life of the residents.With the acceleration of the pace of modernization, most of the people move from the country to the city for employment, causing the inevitable rise in house prices, and housing tension, while in rural areas, the hollow shell village is bound to cause a waste of land resources. Housing development is an inevitable phenomenon, which we can see from the domestic and international development. Fortunately,Europe has already experienced this and the problems there with it have been resolved. As for our China, because of the current rapid increase in China's urban population, the housing demands exist. In the cities, the low-income groups do not have any fixed abode and it's difficult for them to shelter. Housing conditions of migrant workers are also worrying. In consequence, housing problems are to be solved. With the continuous deepening of reform and opening up, China's rural non-agricultural, industrialization, urbanization and modernization has entered a new historical period, and by law,in the building of new socialist rural areas, farmers are required to live in rural decentralization ,which also needs to address housing problems.Laiwu, as a medium-sized city and the next area, it has fewer towns , relatively easy to manage. There are many ideas and innovation in cordinating urban and rural development and integration of urban and rural work in the system, so Laiwu has developed some successful experiences, particularly in the housing issue. In accordance with the innovative concept of "the construction market, independence of the housing rent or purchases, subsidies currency, standardized operation," the Laiwu government makes it possible for urban low-income families to have their shelter by taking low-cost housing and affordable housing with direct compensation by the government. In rural areas, the model of a united village or the communities has been explored, and initial success has been achieved.This paper, on the basis of the housing problems of the general theory and the history of housing reform, clears the Government Regulation of the Real Estate Market,makes a summary and analysis of the practice of the housing reform in Laiwu City, and refines the successful experience: First, compensating directly has been a solution to the housing problems of low-income families so that they have their houses.Second, To guide the community focus on housing, urban and rural families gradually get gifted housing.Third, the urban and rural civilization in hand to build, Laiwu optimizes the urban and rural living environment.Fourth, together upgrading the quality of life through the full implementation of security policy. At the same time, identify existing problems, specify the measures and recommendations in the urban and rural housing security: First, judging from the basic national condition of China's more people and less land,establish a scientific and rational housing construction and consumption patterns. Second, establish and improve the housing policy system by combinating market regulation and Government ssurance. Third, meet multi-housing needs,and build multi-level housing security system. Fourth, co-ordinate the coordinated urban and rural development, promoting the perfect integration of urban and rural areas supporting security system. Fifth, safeguard legitimate rights and interests of the masses, carefully focusing on promoting rural living.Through the Laiwu City's successful experience in research,we can conclude that the Government should effectively perform their functions in the housing security.They should, according to local conditions, balanced, make innovative theories and work system.They can help the people in poverty and in trouble so that the urban and rural low-income housing can be timely guaranteed. Through reasonable space layout of urban and rural planning, the living environment can be further improved in urban and rural areas and as a result of it, achieve the dream of the "Home Ownership," "Home gifted their homes" and " Everyone has a living room". In conclusion, the government should play a role in building a socialist harmonious society.
