Urban and rural areas are interdependent, mutually influenced and inseparable component in social structure. Agriculture is the basic of the country's industry, as well as the peasantry is the basic of China, and also, countryside is the basic of the society. But in our country, the worker-peasant and urban-rural divisional dual structure seriously impact on China's social and economic development. Therefore, break urban-rural dual structure; narrow urban-rural gap; realize urban-rural coordinating development is the main goal of China.Daqing is the typical petroleum resources city. In the process of its development, the existing problem of simple industrial structure and imbalanced urban-rural development prevent Daqing from comprehensive development. So, the study of urban-rural problems for Daqing and kind of Daqing resources city has great theoretical and practical significance.This paper takes urban-rural coordinating development as the main thread, bases on anthropogeography, sociology, economics and related theory as the guide. On the basis of previous studies, constructs the urban and rural development level evaluation index system. Use the factor analysis method to qualitative and quantitative evaluation the level of urban-rural coordinating development in Daqing. Basis of diagnosed the problems in Daqing, constructs the balanced urban and rural development mechanism, and puts forward some countermeasures.This paper is divided into five parts:The first part, mainly introduced the research background, the research significance, and summarizes the research progress of rural and urban areas at home and abroad.The second part, mainly expounds the meaning of the balanced urban and rural development. Under the guidance of scientific objective principle, comprehensive system principle and feasible dynamic principle construct urban-rural coordinating development evaluating indicator system. The evaluation indicator system is constituted by urban and rural economic development, urban and rural society development, the urban and rural culture overall development and overall development of urban-rural environment. These four subsystems and through 14 indicators to analysis reflected. At the same time, respectively expounds and quantizes the 14 indicators, introduces the method of factor analysis to identify the index weight.The third part, mainly introduces the application concrete steps of factor analysis, which used to evaluation of urban and rural harmonious development level of Daqing city, analyzes the existing problems of urban-rural coordinating development in Daqing.The fourth part, constructs the mechanism of urban-rural coordinating development in Daqing from internal and external.The fifth part puts forward countermeasures and suggestions of urban and rural harmonious development in Daqing from rural and urban planning layout, rural economic development, and conception system change, infrastructure construction.
