2011 is the first year of "twelfth-five plan", which requires achieving green development and building a resource-conserving and environment-friendly society. As early as in December 2007, the Wuhan city circle has been approved as a "two-oriented" society experiment, which marks the Wuhan economic and society entered a new stage of development. As the central city of the city circle, Wuhan will comply with the times, use the favorable conditions, seize opportunities and achieve rapid development of economy and society. But what we couldn't ignore is that the gap between urban and rural areas is increasing, the "three rural issues" are serious, and the dual economic structure highlights. Grim reality determines that the coordination of urban and rural development in Wuhan is important and urgent.This paper based on the balanced urban and rural development as the main line, directed by dual economic structure theory, system theory, coordination theory, theory of network development, scientific development concept and the theory of neoclassical economics, followed the combining theory with practice principle, adopts qualitative and quantitative analysis, empirical and normative analysis, comparative analysis and statistical analysis, and some other methods, studies on the development of Wuhan urban and rural areas, and researches in a multi-level method on the relationship between economic development and the urban-rural coordination. Then get the appropriate conclusions.On the basis of comprehensive exposition for important significance between urban and rural areas of Wuhan City, this paper uses the standard analysis, evaluates the economic development urban and rural coordination by building the indicators system, and studies the relationship between them. First, beginning from the theoretical basis of urban and rural areas, the paper studies on the gap between urban and rural areas of Wuhan by empirical study, finds that urban and rural have gap among their economic development, people's consumption level, expenditure structure and living standards. The paper builds the index system about the coordination level of urban and rural areas in Wuhan including 15 indicators, such as per capita GDP, per capita disposable income of urban and rural areas and so on from the point of economic development, social development and environment, and indexes the weight by Analytical Hierarchy Process (AHP), and measures the dynamic changes of urban and rural areas of Wuhan by the empirical analysis. The paper builds an evaluation system to estimate the interaction between the economic development and the coordination of urban and rural areas in Wuhan, or if there's a causal relationship between them. Through the research we make some conclusions as following:(A) Proportion of agricultural output in the national economy in Wuhan is declining, while the proportion of industrial output is rising, which to some extent, will brings a series of environmental problems. The gap exists on per capita income between urban and rural residents, and farmers' income is instable. Although per capita consumption expenditure of urban and rural residents is increasing, the gap between urban and rural residents on the level of consumption is increasing. Consumption expenditure structure is different between urban and rural areas, and the gap also exists on the number of consumer durable goods. The reasons mainly are historical reasons, financial support and the contrast coeffic(?)ent by the intensity of different industrial and agricultural development. (B) By econometr(?)c methods to estimates the coordination level of urban and rural development of Wuhan, we find that level has been developed upward since 1995, which has rapidly grown in recent years. It has some relationship with the country's "rise of central China" and "two oriented" social strategies, and rural home construction action plan in Wuhan.(C) From further study we find that there is one-way causal relationship between economic development and the degree of coordination in Wuhan. We find that the economic development can not lead to the rise in the coordinated level between urban and rural areas, while the coordinated level is conducive to promote the economic development.This innovation of this paper is that:firstly, on the research object, the level of urban and rural areas of Wuhan City and the interaction between economic development and coordination level were studied, not limited to the study on the reasons and status about the urban and rural areas, but further study through a combination method of the qualitative and quantitative research methods. Secondly, on the research methodology, this paper makes a dynamic analysis on coordination level between Wuhan urba(?) and rural areas by constructing the evaluation index system, and further study on the relationship between the economic development and the coordination level. At last, the paper provides some suggestions for future development to Wuhan City Circle for avoiding the widening gap between urban and rural areas.
