Urban infrastructure development is one of the most important sectors in urban development. It plays a significant role as the fundamental material condition for the socio-economic growth. In recent years, although governments have paid a great more attention to the infrastructure development, the problems of insufficient investment and slow development speed in the infrastructure construction are still outstanding. The main reason still ascribes to the huge gap between the needs for infrastructure and the actual funding for development. Despite the increasing national budget, it is just an utterly inadequate method in dealing with the severe situation. On the other hand, there are abundant nongovernmental funds which have strong investment interest. So how to apply effective financing means to attract these funds into infrastructure development market is especially worth to ponder over.Most of the infrastructure developments are for commonweal and therefore non-profit projects. Through the comparison with other financing methods, we found that the BT Model is especially appropriate for China's infrastructure development pattern based on its own characteristics. To generalize BT model in our infrastructure development industry not only releases the governments'financial pressure and speeds up the urban development pace, but also channels the nongovernmental funds into the urban infrastructure development market. This builds up new profit growth poles. As the project owner (project promoter), it is important to know how to effectively utilize the BT construction model in order to enhance the infrastructure development management under the module. This paper discussed this matter in the following aspects:Firstly, the paper elaborated the status quo of China's infrastructure condition, existing problems, and its functions in the social development process. Secondly, it further elaborated the concept, characteristics, and applications of BT model, also compared with other models. After that, the paper disserted on each participant and operational mechanism of BT model. One case study was carried out at Shibanpo Bridge to illustrate the relationship among all the participants in the BT model.The writer detailed the management study by project owner (project promoter) under BT model in chapter 5. The context analyzed the specialties of inspecting and controlling the quality, cost, and schedule by project owner (project promoter) under BT model, in order to find the controlling keystone to manage the three aspects. The purpose of doing so is to nail down the contents and methods controlled by the three aspects under the model. In the following chapters, a comprehensive framework of BT developing model was built up through the improvement of BT contract relationship, management relationship, capital flow and operating process. It also depicted the prospect of the application of BT model in China's infrastructure development.All in all, the paper demonstrated the importance and practicability of BT model in the process of infrastructure development. It also analyzed the advantages and potential problems of this model. Furthermore, the writer brought forward to the project promoter the management methodology under the BT model. He also presented his own suggestions in improving the module which provided references for the application of BT model in infrastructure development projects.
