The acceleration of urbanization and local financial debt caused the contradiction between local infrastructure construction and funding.The traditional infrastructure construction mode no longer adapts to the current market oriented economic environment.At the same time,the central government's promotion of government governance and the construction of service oriented government make the cooperation system of government and social capital applied to the field of local infrastructure construction,which has become a necessary measure for local governments to transform government functions and get rid of debt risks.The PPP mode has been widely promoted in China,cities have established PPP centers to plan and construct PPP mode projects according to their own development.There are many demonstration projects with high operating income and significant social benefits.However,due to the lack of experience,cognitive deficiency,lack of supervision and many other factors,causing parts of the PPP model irregularities of construction projects,process is not on standard,thus the pseudo mode of PPP project and the new government's recessive debt risk.At present,the local PPP mode project needs to be prevented and solved urgently.This paper is based on public product theory,public choice theory and new public service theory.Analysis on the necessity and feasibility of using PPP model in the construction of county infrastructure through the situation of Lujiang's status of infrastructure construction,analyze the problems in the operation of the PPP model in the operation by the PPP project of the first phase of the infrastructure construction project of Lujiang.From the government's point of view,we believe that we need to transform traditional administrative concepts and deepen the awareness of PPP and integrity.Standardize the operation process and establish a strict supervision mechanism in the whole life cycle of the project.We should ease the threshold for social capital,especially private capital,and make reasonable use of third-party consulting institutions.Ease the threshold for social capital,especially private capital,and make reasonable use of third-party consulting institutions.Stable and standardized the PPP mode application in the infrastructure field,impel value for money is truly achieved.
