In2008, the communication operators conducted merge and reorganization. After the reorganization, China Telecom, China Unicom, China Mobile, China Netcom, China Satcom and China railcom six communication operators, merged to three full-service operators:China Telecom, China Unicom and China Mobile. They all got3G licenses.As the first communication enterprise in China, China Telecom purchased the former China Unicorn’s CDMA network, and got the CDMA20003G license in this merge and reorganization. Since then China Telecom has became a full service operator which had fixed-line, broadband and mobile services. China Telecom has a dozen years of experience in the fixed communications services, and be in a leading position in domestic. But with the development of mobile business in particular3G, communication operators are shifting attention to mobile communications. China Telecom also start to focus on this area.In the area of broadband service, as the Ministry of industry and information technology No.686is coming to an end, China Mobile will become a new spoiler in broadband market from using its advantage on the money. At the same time, Broadband as the basis of triple-play bundling, China Radio and Television also starts the development of broadband rely on its rich network resources in the access layer. Under the condition of the rapid development of high-speed broadband, China telecom must be facing the pressure which a large number of copper low-speed users.China Telecom’s dominance in the field of broadband is suffering strong shock of latecomers. Therefore, China Telecom should develop and implement effective strategies of broadband development, to keep a strong lead under the opportunities and challenges in the rapid development market.In this crucial period, this article use enterprise management discipline theory knowledge, analysis the development of China Telecom’s broadband strategic, select and implement the strategy for China Telecom broadband.We also provide the reference for China telecom broadband competition strategy’s formulation and implementation.This article is guided by Michael Porter’s competitive strategy theory, and using PEST, five forces analysis, SWOT to analyze the internal and external environment of China Telecom. This article is writed to find the key elements of broadband development and clear the competitive strategy which China telecom may choose in the broadband field. Basing on the foundation, this article will put forward the concrete implementation plan of the competitive strategy.
