Problems And Countermeasures To The Non-Equalization Of The Urban-Rural Public Goods Investment

The public products are playing the ignored function to the national economic and social development of a country. The shortage of the public products will become the serious obstacle of restricting economic development. Since the People Republic of China has been established, Chinese rural public goods supply has been shortened under the social and economic development way of industrial deviation and city deviation, which affected the raising of peasant income level and the balanced development between city and rural. Because the investment of Public goods directly affects the supply of public goods, the study on the problems to the non-equalization of the urban-rural public goods investment must be significative. This article combines theoretical analysis and empirical analysis. The basic ideas is as follow: At first, the author analyzes the public goods theory and the public choice theory; At second, the author analyzes the non-equalization of the urban-rural primary education investment, the non-equalization of the urban-rural infrastructure investment, the non-equalization of the urban-rural public sanitation investment, and the non-equalization of the urban-rural social security investment; At last, the author gets the countermeasures to the non-equalization of the urban-rural public goods investment.The paper has abundant conclusions. The first, the non-equalization of the urban-rural public goods investment has close relations with the development of economic and social. The second, the evidence indicates that the problems of the non-equalization of the urban-rural public goods investment need to be resolved. The third, there are several reasons of the non-equalization of the urban-rural public goods investment. The forth, the non-equalization of the urban-rural public goods investment increase the gap between the urban-rural residents and social development.This paper gives the following countermeasures to resolve the problems of the non-equalization of the urban-rural public goods investment. The first, we should increase investment in rural public goods and promote the coordinated development of urban and rural. The second, we should clear financial authority at all levels of government powers and establish a standard transfer payment system. The third, we should establish a scientific decision-making mechanism of public goods investment.
