Study On Urban-rural Integration Development Of Gaoling County

At the beginning of China’s industrialization and urbanization, due to the specialsituation, the Chinese government have been implementing a city&industry orientedmacroeconomic policy, which has caused extremely prominent Urban-Rural Dual Structure(URDS), gap between urban and rural area widening continuously. The URDS, along withunbalanced development has turned out to be a critical problem that harasses furthereconomic and social development of China’s rural area and even the whole country. The16thNational Congress of the Communist Party of China (NCCPC) put forward a thought toeliminate URDS and “Three Rural Issues” by coordinating urban and rural developmentunder the guidance of Scientific Outlook of Development. The18thNCCPC emphasized thatthe realization of the integration of urban and rural areas, to the party as a whole, the mostimportant of which is to solve the "three rural issues", and to solve this problem, we mustachieve the integration of urban and rural co-ordination of urban and rural development,implementation provides a solving way for the elimination of the urban and rural dualstructure two.In the year of2008, Xi’an municipal government decided to list Gaoling county as ademo area of Coordinating Urban and Rural Development (CURD). In2009, ShaanxiProvincial government also decided to list Gaoling county as a demo reform area of CURD.Since then, in line with the Common Prosperity Principle, Gaoling county has explored a newmethod to CURD, by means of rural property system reform, rural new communitydevelopment, modern financial system establishment, household registration reform, socialsecurity reform and modern urban agriculture development.On the basis of CURD’s theory and trend from home and abroad, this essay summarizedits skeleton, connotation and development goal. Through a further study on status quo ofGaoling’s CURD and its experience, the writer takes SWOT method to analyze its CURD’sdirection from the aspects of Strength, Weakness, Opportunity and Threat that Gaoling meets,whilst raising the development goal, strategic focus and corresponding countermeasures. Theessay puts forward a clear thought about Gaoling’s CURD that the local authority should keepscientific positioning and regard planning as priority, hold industries as fundamentals andstrengthen its economy, adhere to being beneficial to the people and for the peasants, use projects and industrial parks to support its economic development, highlight its owncharacteristics and take the misplace development strategy, focus two-way flow and let urbanarea foster the countryside. This thought owns realistic meaning for the CURD of Gaoling andother area to solve their bottleneck problem.
