In human resource management system, the performance management is the core of human resource management. The valid performance management is to coagulate employees' passion of work, inspire the source of employee's creativity, also the effective means that the business enterprise promotes a management. The implementation of a performance appraisal, the concern to improve the performance of enterprises and self-improvement to achieve the strategic objective is an important guarantee.The Xian Dai optical Co. Ltd belongs to the middle and small ranged business enterprise in developing science and technology , because of short developing time, quick growing speed , lack of management experience, human resource management still keeps tying down by traditional personnel management, there exists different kinds of problems in the performance management .Main problems are existing in: shortage of understanding in Managing function, make investigating equal to management, fail to set investigation results in the whole management system, make investigation index and business enterprise strategy become disjointed, lack of encouraging and urging function, in practice we often come across trouble shifting responsibilities onto others ,solving problems must rely on venture core member of the staff and lacking the sense of crisis, dedication and fighting spirit of recession. Fail to adapt to the need of present working system of the corporation.how better performance management theory be applied to the corporate practice is the starting point of this article; how the evaluation will be designed to be more reasonable, so that employees positions with the goal of personal responsibility and corporate strategy can build closer ties, find more scientific evaluation methods .Effective performance management through the mobilization of staff's enthusiasm and initiative to enhance the competitiveness of enterprises is the end result of this article. The article in performance management theory, according to the actual circumstances, performance management for existing the problems that exist in, optimum tool for the company's performance management system to optimize performance and process improvements. This dissertation presents the condition and makes a profound analysis to the performance management of the Xian Dai optical Co. Ltd .Aiming at the enterprise's characteristics, guiding by management theories , combining target managing method, the KPI key effects index and balanced accounting card etc., through quantitative analysis and qualitative analysis, it is carried on a design to the KPI, put forward a constructive suggestion to its investigating method, power distributions ,and carried on an improvement on the process of the managing effects, in order to make it more scientific and reasonable. The thesis is totally divided into 5 parts: Chapter 1 : In the introduction, at first, the researching theme and the meaning of researching theme are expatiated, the research methods have also been pointed out. Chapter 2 : synopsis introduction of the basic circumstances of the Xian Dai optical Co. Ltd. definitely putting forward the existing problems in its effects management and analysis of reasons of the problems .Chapter 3: discussion of the preparation work from the perspectives of enterprise future, strategic goal and cultural construction in order to make firm foundation of the performance management. Chapter 4: carrying on an improvement to the Xian Dai management system from the perspective of solving the actual problem , by combining the balancing accounting card and key effects index set, making use of PDCA circulation theory in the foundation of investigating index enactment and also paying attention to effects formation process, continuous performance improvement and continuous effects promotion, fully present the dynamic and systematic state of the modern effects management. Also it is related to the performance managements of intellectual staff in order to show the characteristics of the performance management of the technical small enterprise. Chapter 5: carrying on a concrete implement and evaluation to the performance management system after improving.Through Xian Dai Optical Co. Ltd performance management system and process improvements, more comprehensive understanding of the basic theory of performance management, performance management, promoting the exploration of the specific issues is related to the initial theoretical guidance to achieve in practice, reflect on the theory in practice. With the organization of the growing and changing market competition changing corporate governance is towards multi-level, multi-depth perspective in the direction of development of human resources management from the traditional to a modern enterprise. Human resource management is the management of small and medium enterprises in growth of the important issues to resolve. Xian Dai optical performance of the company's management as well as for small and medium enterprises are facing similar problems in performance management to provide a useful reference.Due to the lack of time and experience, improved performance management system, there are problems with how the performance indicators to give a reasonable balance; to ensure that the targets set in a reasonable, fair appraisal methods, on the basis of scientific achievement and how to pay Equally pay for work between the search for an appropriate correlation, to ensure that employees can have a stable state of mind to participate in performance management, and also be able to maintain a certain degree of fighting spirit and morale, the need for the next practice, to explore further.The performance management of enterprises is a long-term mission and it will accompany with the whole process of business, it is needed to build up the long effect mechanism of it. It is needed various support in the meantime, such as building up one efficiently-organized system, excellently providing a strategic resources etc. so that it is made sure of the valid implement and continual improvement of the performance management of the enterprise.
