As the representative business enterprise of rag trade in Heilongjiang Province, the International Trade City has experienced 15 years. The firm had been in a leading position of the same kind markets in the beginning decade. However, with the increasing strength of competitor, the firm faces the unprecedented and huge challenge that the market share and growth rates decrease and the development of the firm becomes gradually slowly recently. In the relentless tide of market economy, the International Trade City has already lost its former glory. Of course, there are a variety of reasons for this. Besides the system, mechanism and hardware condition, the more important reason is lacking market investigation and scientific analysis of the investigating results. Therefore, this paper makes scientific researches on this subject in order to provide scientific and effective approach for the development of rag trade of Heilongjiang province.At the first part the whole circumstance of the case is introduced, including the company introduction, current management environment, marketing strategy and the problem among the developing. Aim at the elaborating in the first part, the second part carried on case analysis. Firstly, this paper analyzes the district and consumer behavior .etc. from the point of view of the interior or exterior environment. And then, the strength, weakness, opportunity, threat etc. from the point of view of the theories and practices are made a concrete and detailed analysis. The thirdly, analysis and evaluation of internal management are made. Finally, aim at the analysis of the problem makes suggestions on how to solve them.This text has certain reference value in the firm improving current condition and raising the competition ability, also introduces a feasibility scheme to raise the level of service and management for the company engaging clothing wholesale and retail.
