At first, this paper deeply analyzes the value of passengers when they go out. The traditional scholars analyze time value from the saving of construction project. However, this paper analyzes the time value from the transportation method choosing of passengers when they go out.In addition, this paper illustrates the decision of the time value of passengers when they go out. And it points out that different passengers have their special profit relation when they go out. Some passengers would influence the profit of related people or institution when they go out; Some passengers only influence their own profit when they go out. If we analyze the time value of passengers from two directions discussed above, the value is different.After analyzing the essence and structure of the time value of passengers when they go out, this paper applies the time value of passengers when they go out to the normal transportation method choosing principle. As everyone knows that, the passengers choose transportation method when they go out based on the lowest spending. The spending contains not only cost of transportation method but also the economic loosing of time spending by travel. When the time value of passengers is much bigger than the transportation method cost, they would cost more to choose the transportation method which costs shorter time and higher price; When the time value of passengers is much lower than the transportation method cost, the passengers would not choose the method which is faster and the price is higher than other method.When the principle of transportation method choosing by passengers is analyzed, this paper anticipates the amount of passengers for different transportation method in the period of some special time.
